Why each city is analyzed on its own
The same sentence does not mean the same thing in two different cities. "Parking is tight" at a Jeddah Corniche hotel is an old-infrastructure problem solved by an operational arrangement with a nearby lot; the identical sentence at a Riyadh business hotel means a bottleneck inside a one-hour morning departure window. Pool both cities into a single average and both problems disappear behind one number that leads to no action at all.
So every engagement starts by fixing the market context before a single review is read: who the dominant guest is, which days carry the peak, which platform that guest actually writes on, and in which language. That context is what sets the weight of each complaint in the final priority ranking — not how many times it recurs.
